Mission
The University of Minnesota Tax Management Office is a consulting group that supports University departments with their business tax needs. Our mission includes:
- Managing tax compliance for the University
- Responding to University community tax questions, conducting tax research as necessary, and advising regarding tax planning options and consequences
- Issuing Tax Management Office Guidelines (TMOGs) to assist departments in understanding and complying with tax laws
- Contributing to policy, procedure, and reporting system development to incorporate and automate tax requirements
- Serving as the University’s primary liaison with federal and state tax authorities
- Following federal and state tax legislative initiatives, identifying the impact of proposals on the University, and communicating tax law changes
- Outreach to the University community and other higher ed institutions locally, statewide, and nationally.

Staff
Kirsten Muller
Kirsten currently serves as the University Tax Director. She joined the University Tax Management Office in 2011 as Senior Tax Manager and then as Assistant Tax Director. She came from the University of St. Thomas where she worked in the Controller’s Office for twelve years as the Tax and Compliance Director. Prior to St. Thomas, Kirsten worked in public accounting for Coopers and Lybrand and then PricewaterhouseCoopers in the tax practice, primarily serving tax-exempt organizations.
Kirsten has a JD from DePaul University College of Law and a BA in mathematics from St. Olaf College. She is also a Certified Public Accountant.

Heather Broneak
Heather joined the University Tax Management Office in 2006 as a Tax Analyst and now serves as Assistant Tax Director. She came from the tax side of public accounting, including experience specializing in the sales/use tax area of the State and Local Tax practices at three firms. Prior to entering public accounting, Heather spent 12 years at the Minnesota Department of Revenue. She worked as an attorney in the Appeals and Legal Services Division as well as in other management positions at the Department. Heather also worked as an attorney at a qualified retirement plan administration company.
Heather is active in the Tax Law Section of the Minnesota State Bar Association and has previously held the positions of Chair, Treasurer, and Editor of the Tax Law Section Newsletter. Heather has a JD from William Mitchell College of Law and graduated from the University of Minnesota with a BS from the College of Education.

Alyssa Lundberg
Alyssa joined the University Tax Management Office in December 2021 as a Senior Tax Analyst. Prior to joining the University she spent 10 years in public accounting where her primary focus was tax compliance, consulting and planning for many different industries and entity types.
Alyssa is a Certified Public Accountant and is a member of the AICPA and the Minnesota Society of CPAs. She has a BS in both accounting and finance from the University of Wisconsin- La Crosse.

Elizabeth Beerman
Elizabeth joined the University Tax Management Office in August 2022 as a Senior Tax Analyst. Her career prior to joining the University has focused on tax research and analysis for a wide range of clients, most recently at a public accounting firm.
Elizabeth holds a JD from the University of Michigan and an LLM in Taxation from the University of Florida.

Parking meters are directly behind and next to the University Office Plaza Building (UOffPl), off of 23rd Ave SE, in Lot C2. The Gopher Lot is behind the University Office Plaza Building, also off of 23rd Ave SE, and next to TCF Bank Stadium. Map to parking lots.
With department authorization, University of Minnesota employees may charge parking in the Gopher Lot to an EFS number by using a special keycard.
